INTRODUCTION International organizations are plagued by power inequalities. Unequal power relations manifest themselves in a number of prominent IOs, ranging from the veto power given to the permanent five members of the UN Security Council, to voting quotas based on monetary contributions (and thus the size of one's economy) in the International Monetary Fund. The World Trade Organization (WTO) was designed to be free of these power inequalities. On the surface, this appears to be true, given that the organization operates on the principle of "one country, one vote". The voting structure therefore does not give specific members veto power over all other members, nor does it allow wealthier members to control the actions of the organization through control of votes. Decisions are based on consensus, effectively giving every member, regardless of power, a veto. (1) As such, all countries are theoretically equal in the WTO arena. In practice however, the WTO is hardly the bastion of equality its proponents suggest.
